Srinagar, Dec 18: Amid uproar over political developments in Arunachal Pradesh, former Jammu and Kashmir Chief Minister Omar Abdullah said the practice of "misusing Raj Bhavans" to overthrow elected governments has not ended in the country.
"I thought the practice of misusing Raj Bhavans to overthrow legitimately elected governments was a thing of the past, sadly not!" Omar wrote on twitter, reports PTI.

ITANAGAR, Dec 18: Chairman of Arunachal Pradesh State Rubber Board (APSRB) Likha Maj has alleged that Itanagar police station is not registering his case lodged against former finance minister Kalikho Pul for making statement against him which has since gone viral. In the audio clip, Pul is heard making allegations that Maj made crores of money in the name of PDS work without doing any physical work.
In its letter to the home minister seeking his intervention in registering the case, he termed the comments in the audio clip as totally communal and provoking.

Mobile court settles 6 cases
KOLORIANG, Dec 18: A total of 121 cases were taken up out of which six cases were settled including four committal and two money suit cases at the mobile court held in the conference hall here today.
Lawyers and advocates from Itanagar, Koloriang and Ziro namely, Kago Tagyang, Jumkar Niri, Toko Nikam, Yumlam Kaku attended the Court.
The next hearing of the mobile court has been fixed on February 4, 2016.

TPWA provides relief materials to fire victims
ITANAGAR, Dec 18: The Toru Panchayat Welfare Association (TPWA) on Thursday distributed relief materials to one Tana Nime whose house was entirely devoured in a fire that broke out at the NERIST residential quarter, Nirjuli in the wee hours of December 15.
TPWA team led by its president Tana Nido met Nime who is also the ASM of Toru Panchayat under 15th Sagalee Constituency and handed over the relief materials which included three blankets, utensils, a water filter and other bathroom accessories.
The TPWA team urged the authority concerned of the state government to provide immediate relief to the victim and also appealed to the NERIST Director to give necessary directives for renovation of the quarters at the earliest.
Job Mela at Namsai
ITANAGAR, Dec 18: Industries Department, Namsai in association with the District Administration organized ‘job mela’ (job fair), skill development awareness programme and trainees’ selection rally at Namsai today.
325 unemployed youths and job seekers have registered themselves for the programme. Ten vocational training providers from different parts of the country are participating in the job fair and will sensitize, counsel and select candidates for different skill development training programme.

IMI meet discusses on disaster
risk management
ITANAGAR, Dec 18: The Integrated Mountain Initiative (IMI) held its annual meet of the mountain states in New Delhi coinciding with the International Mountain Day celebration on December 11.
The meet was a follow up of the 4th Sustainable Mountain Development Summit held in Itanagar in October this wherein several recommendations were made for effective management of disasters in the mountain states of the NE region which is highly prone to natural disasters like earthquake, landslide, flash flood etc resulting in huge loss of human lives and properties.
The Meet discussed on successful implementation of these resolutions through identification of implementing bodies, agencies, formulation of mechanism, resources required, and timelines.
Union Minister of State Kiren Rijiu also attended the meet and assured his full support in the efforts for disaster preparedness and mitigation.

ITANAGAR, Dec 18: A day long training programme on Organic Farming was organised by Krishi Vigyan Kendra, Upper Subansiri today at Government Higher Secondary School Ligu for the rural youths.
Programme Coordinator, Krishi Vigyan Kendra, Dr. Deepanjali Deori gave a presentation on ‘Poultry Farming and Foot & Mouth Disease (FMD) of Cattle’.
She informed that FMD is very common disease in the area and farmers need to be careful about the disease. This disease can be avoided by giving vaccine in time. She also called on the rural youths to adopt poultry farming as livelihood activity as demand of the district is very high compared to the supply.
SMS Soil Science, Nyape Bam gave a presentation on “Organic Farming and Plant nutrition” and how to manage nutrient and pests organically. He informed that maximum incorporation of organic manure should be done during land preparation itself as release of nutrients from organic manure is very slow compared to inorganic fertilizers and management of deficiency disease is also difficult after development of symptoms unlike inorganic fertilizers.

RS accepts motion against Governor
NEW DELHI, Dec 18: The political developments in Arunachal Pradesh created uproar in the Lok Sabha for the fourth day on Friday with Congress members led by Sonia Gandhi walking out in protest against not being allowed to have their say on the issue.
”Stop partiality”, agitated Congress members chanted as they left the House, with
party leader Mallikarjun Kharge announcing boycott of the proceedings for the day.

Sonia was herself in the Well for a while along with an agitated Kharge who pleaded with Speaker Sumitra Mahajan to allow him to have his say, claiming that the developments in Arunachal portended danger for democracy. The Speaker remained unmoved.
During the Question Hour as also during the Zero Hour, Congress members stormed the Well demanding recall of the Arunachal Pradesh Governor.
In the question hour, when the Speaker disallowed notices of adjournment motion moved by some Congress members on certain actions of the Arunachal Pradesh Governor, Kharge said a “new turn” has taken place following the verdict of the Gauhati High Court.
The Speaker made it clear that no reference to the high court can be made in the House and the Arunachal issue has already been raised. Parliamentary Affairs Minister M. Venkaiah Naidu also urged the Chair to delete the reference made to the high court.
“You raise slogans every day. Government can't take decisions and House cannot run like this,” she observed.
Apparently referring to Congress, she said, “with years of rule and presence in the House, you have experience ... proceedings will take place as per rules and procedures.”
At one point, exasperated by their continued protests, the Speaker directed her officials to note down the names of Congress members standing in the Well raising slogans against the government.
After Congress members walked out, Minister of State for Parliamentary Affairs Rajiv Pratap Rudy disapproved of their action to first disrupt the Question Hour by storming the Well and seeking to have their say in the Zero Hour. Agreeing with the Chair's decision of not allowing the Congress to raise the matter, he said that the government was ready to discuss any issue and was confident to satisfy the opposition, but the tactics adopted by it were not acceptable.

Arunachal Power battle shifts to Guwahati

ITANAGAR, Dec 18: After the High Court stayed Governor J P Rajkhowa’s decision to move the Arunachal Pradesh Legislative Session, power battle has shifted to Guwahati as the rebel Congress and Governor seeks to appeal court verdict.
Kalikho Pul, the Chief Ministerial candidate of the Congress rebels and BJP has already announced that he will contest the High Court order. The Governor, upset with the High Court verdict, also announced that he will appeal against the verdict.
Meanwhile, the High Court in its verdict has said that the Governor while summoning the House of the State Legislature is required to perform his duty with the aid and advice of the Council of Minister and the Chief Minister in consultation with the Speaker.
“The disturbing developments in the State of Arunachal Pradesh… indicate the tussle for power by opposing group and it is clear that the Speaker and the Deputy Speaker of the Assembly are heading the opposite camps. In such situation, the Governor as the constitutional head, is expected to discharge his role with dispassion and within the constitutional framework. But the impugned steps taken by the State's Governor which facilitated the political battle to move in certain direction in the tussle for power, reflects the non neutral role of the constitutional head and this is undermining the democratic process” read the verdict which was made available to the media on Friday.

The Association also alleged that despite local people of Kimin extending every possible cooperation to the BRO, they are using lame excuse citing local problem and are delaying project.
The AKYWA also alleged discrepancy in road alignment map. “District Administration had acquired the land and made payment for 20 meter in build up area and 24 meter in the open area. But the officers of the BRO on the ground are using another map which doesn’t have the counter sign of DLRSO/DC and they are claiming the land and assets beyond compensation paid by district administration using the non approved map”.
Such act of BRO officers on the ground might create law and order problem which need to be looked into seriously because no one will allow demarcation by any authority for which compensation is not paid,” the association stated.
They have appealed to the DC to look into the concern raised by them and warned that they will launch boycott movement against BRO, if administration fails to address it.
APCC calls for resignation of Governor
ITANAGAR, Dec 18: Welcoming the decision of the Guwahati High Court to stay the orders of the Governor of Arunachal Pradesh issued on Dec 9th, 2015, the Arunachal Pradesh Congress Committee has sought for immediate resignation of Governor JP Rajkhowa on moral grounds for showing disregard to the sanctity of the Constitution of India.
In a release, APCC stated that Governor JP Rajkhowa’s conduct in office so far, has considerably lowered the dignity of the high office and is suggestive of his incompetence to remain at the helm of affairs.
Appealing the Governor not to please any particular political party, APPC stated that the constitutional head should not indulge in excessive interference in executive affairs, which is again outside the ambit of his defined duties, it added.
Further, the APCC claimed that the High Court order vindicated their stand on the decision of the Governor for being unconstitutional.

ITANAGAR: Dec. 18: The Bharatiya Janata Party (BJP) Arunachal Pradesh today accused the ruling Congress government of creating law and order situation in complete defiance of Governor’s summon for legislative assembly session and allegedly directing capital district administration to put Assembly gate under lock and key.
The BJP in a release today said that Congress party workers were instigated to disrupt vehicular movement on National Highway between Naharlagun and Itanagar “just after the motion of the confident against Tuki government.” Alleging the ruling Congress and its party workers of “engineering serious law and order,” the Party said that the blockade of national highway for several hours has resulted in death of an aged patient. “The act and indulgence of the ruling Congress is against the democratic spirit and principles” BJP said.

Let parliament function
The disruption of winter session of parliament will again cost country heavily. Congress has not allowed Rajya Sabha to function over various issues which include demand for immediate recall of Governor JP Rajkhowa from Arunachal. Lokh Sabha has also not been allowed to function properly and has witnessed constant disruption. Opposition parties often use stalling of parliament session as method to score political brownie point.
It was BJP which started this culture of stalling parliament session. Especially

On 16 December, 2012 Nirbhaya was raped who later succumbed to her injury. It generated
a popular public upheaval against the authority for failing to curb such heinous
crimes. 16 December, 2015 witnessed another rape, this time of the Constitution of
India in Arunachal. Politics in India, based on a system of multiparty democratic
polity, is bound to witness political solidarity and dissidence. However, all political
activities have to be within the law and in accordance with the principles of the
Constitution. In the case of a State, Governor of a State is the guardian of the
Constitution and therefore, he is legally bound and legitimately expected to guard
the Constitution and this can be done only if the governor is non-
The present political scenario of Arunachal raises doubts on the capability, competence and political affiliation of the Governor of Arunachal. The legal intricacies involved have been taken into cognizance by the court of law. Politically, the allegation of the Raj Bhawan turning into BJP’s head office, many believe, is clearly becoming evident. BJP’s assertion that the dissidence within Congress is an internal matter has been exposed.
Many believe that the recent voice clip doing rounds in Social Medias wherein Kalikho Pul allegedly declares that their dissidence movement has the blessing of the Prime Minister, Amit Shah and the BJP is enough proof that the present constitutional and political crisis has been orchestrated by the BJP and its local leaders from Arunachal with the help of the Governor. If the BJP is clean on the issue it should not have requested the Governor to prepone the Assembly session and initiated the no confidence motion. It should have rather waited till the matter of dissidence is resolved within the Congress party after all BJP was in no position to form the Government unless it sought to topple the Congress Government necessitating a fresh election. By supporting the rebel MLAs of Congress and Kalikho Pul in the no confidence motion the hidden agenda of BJP has been completely exposed. Will BJP and the Governor take the responsibility of the political turmoil and law and order problem later? My state’s welfare is my welfare
Dear Editor,
Political instability is not new to Arunachal Pradesh. The state of chaos and confusions has become a regular phenomenon. Right now, there are too many questions to be answered.
In the past, the toppling of Jarbom Gamlin govt and the coming of Tuki govt was done with the same procedure and today we are experiencing the same. Why are the people who contributed to the coming of Tuki govt seems to be unsatisfied with its reign?
Why the 21 Congress dissidents felt that Tuki don’t deserve the chair of CM anymore? Is it because they have the welfare of the state in their mind? Or do they have the welfare of their personal interests? The changing of governments has shown no signs of improvement in context of Arunachal Pradesh. This evidently shows the personal interests are very much prioritized by the Arunachal politicians.
There is no problem if the concern of the 35 MLAs is authentic and if the welfare of the state is what they genuinely desire for.
A realist, western political thinker Nicolo Machiavelli opined” The end justifies the means”.
Whatever be the mean but if the end is seeking welfare of all then that is justified. I support this statement. The citizens of Arunachal Pradesh should also try to bring more consciousness among themselves in terms of politics and realize that we cannot expect an uncorrupted govt if we ourselves are corrupted. The real value of education is yet to be witnessed among the masses.
There are so much of lessons to be learned from such happenings but unfortunately somewhere down the road our people still have a laidback thought. We have to try to reach the point where each one of us thinks, “My state’s welfare is my welfare”.
